2022 NIAA 4A Desert and Mountain Regions boys & girls cross country championships

The Nevada Interscholastic Activities Association 2022 Class 4A Desert and Mountain Regions boys and girls cross country championship meets are scheduled to be contested Friday, October 28 at Veterans Memorial Park in Boulder City.

MEET ENTRIES

** Entries are due by 8 p.m. on Monday, October 24 on nv.milesplit.com. Teams will be limited to seven (7) competitors during the race, but as many as three (3) alternates may be listed on the entry form. This is a computer-generated cutoff time / deadline, so please register early. **

Veterans Memorial Park is located at 1000 Airport Road in Boulder City. After entering the community of Boulder City (from Las Vegas), turn right on Buchanan / at second stoplight and drive two miles down to the park (right side).

Note: Bus parking will only be permitted in the newly-paved area at the south entrance to the park. No bus parking will be permitted on the asphalt parking spaces around the park. 

Note: No trimming of bushes and trees will be permitted.

Note: Teams/schools may NOT use stakes to fasten down tents or canopies. Please use weighted devices.

LEAGUE / REGION MEET QUALIFYING

Class 4A - Desert League and Mountain League

All postseason-eligible schools are permitted to enter team(s) and/or individual(s) in their respective league championship (state qualifying) meet. Please note that each league may institute more restrictive qualification procedures should it choose to do so.

STATE MEET QUALIFYING

Class 4A

A.Team - The top four (4) teams from the Desert League championship (state qualifying) meet and the top four (4) teams from the Mountain League championship (state qualifying) meet advance to the eight (8)-team Class 4A state championship (Southern-only Region) meet.

B.Individual - The top seven (7) individuals from non-qualifying state meet teams out of the Desert League championship meet and the top seven (7) individuals from non-qualifying state meet teams out of the Mountain League championship meet also advance to the Class 4A (Southern-only) state championship meet.

AWARDS 

The first place team(s) in each division race will receive a NIAA trophy. Medals will be awarded to the top seven (7) individual finishers in each division race.

REPLACEMENT OF A STATE QUALIFIER (team & individual)

The next placer from the same region will be advanced in the case of injury, illness, ineligibility or other justified (and NIAA-approved) occurrence. The next placer from the same class and region or, if there is not a next placer available from that region, the next placer from the other region will be advanced in the same case(s) and/or due to the general lack of participation.

GENERAL MEET INFORMATION

** Entries are due by 8:00 p.m. on Monday, October 24 on nv.milesplit.com. Teams will be limited to seven (7) competitors during the race, but up to three (3) alternates may be listed on the entry form. This is a computer-generated cutoff time / deadline, so please register early. **

  1. Competitors will be required to use the timing/scoring equipment provided by Finished Results NV. However, any photo finishes (for places) will be determined by a review of the camera.

  1. The championship meet will be governed by the National Federation (NFHS) and its cross country rules book. The meet will also follow the rules of the NIAA Handbook, the NIAA Reference Manual, and this meet information packet. This meet information packet is a binding document for the rules and regulations of this meet. 

  1. Teams will consist of a maximum of seven runners, but only the first five (5) finishers (please see 2A amendment) from a team will be counted in the team score. The scores (finishing places) of the (2A-fifth) sixth and seventh team members (if applicable) will serve to (displace) make the opponents score larger. All scoring will be recorded as set in the National Federation rules book. All individuals who qualify as unaffiliated/unattached to a team will be removed from the team scoring process.

  1. The length of the course in all league/region and state meets will be approximately 5,000 meters. The Veterans Memorial Park course consists primarily of loose dirt, paved path, some grass, and a few sidewalk (cement) crossings.

  1. All team members must wear the same school-issued jersey and shorts. National Federation rules will apply to uniforms and jewelry. Footwear must be used by athletes. Spikes are permitted but not recommended.

  2. Protests of running attire must be made before the start of a race. The race will be held up until the Meet Referee makes a ruling. 

  1. Starting boxes will be drawn by the NIAA office and distributed in the coaches packets on race morning.

  1. Spectators will be allowed around the course (not on the course), provided they do not impede the progress of competitors. 

  1. Athletes and coaches may inspect the course at any time prior to the meet (7:00 - 7:55 a.m.). Once a first section race has begun, the course is closed to all persons (except those competing in the race in progress) for the remainder of that classification. Meet officials have the authority to disqualify any individual who does not adhere to these course closure regulations.  

  1. A designated hydration station (self-supplied) will be marked. 

UNIVERSAL MEET TIE-BREAKER 

The aggregate score of the first five (5) finishers for each team shall constitute their teams score. Ties for the championship, runner-up and state qualifying places will be handled in accordance with playoff procedures as written below: 

National Federation Rule Book, Rule 9, Section 2, Articles 4 & 5 

9-2-4. Ties in team scoring shall be resolved by comparing the sixth-place finishers (fifth place in the 2A) from tying teams. The team with the best sixth- (fifth-) place finisher shall prevail. If one team does not have a sixth-place finisher, the team with the sixth-place finisher shall prevail. 

9-2-5. If only five competitors of tying teams finish, the tie shall be resolved by totaling the scores of the first four finishers.

MEET ORGANIZATION, MANAGEMENT AND OPERATIONS

The Games Committee is responsible for the entire meets management and all information above and beyond what is printed in this meet information packet.

The Jury of Appeals is responsible for the interpretation of all rules, regulations and policies set forth in this information packet and the National Federation rule book.

The NIAA staff and Board of Control will communicate only with the Meet Directors, Meet Organizing Committee and Jury of Appeals with regards to meet operations.

RULES

National Federation rules will govern the meet unless otherwise stated in this meet information packet. The Jury of Appeals will rule on all protests. The decision(s) of the Jury of Appeals are final. No recourse (to the NIAA office staff or Board of Control) will be permitted after a ruling by the Jury.

PROBLEM PROTOCOL

The head coach should proceed to the clerk / staging area to get in immediate contact with the Meet Referee when a protest situation occurs. Judgment decisions cannot be protested. A three/five-member Jury of Appeals will rule on any protest. The decision of the Jury of Appeals is final.

No recourse (to the NIAA, its staff or Board of Control) of action will be permitted after a ruling by the Jury of Appeals.

SOUVENIR MERCHANDISE

The Kukulski Brothers, the official souvenir merchandise company of the NIAA, will be offering commemorative state championship merchandise on site and through its website.

RACE DAY REMINDERS 

 Protests must be filed within 30 minutes of the completion of a particular race. Protests must reference a specific rule book violation in order to be considered. Judgment calls by designated meet officials are not for protest.

 A maximum of seven (7) runners per team are allowed in races. Teams starting a race with more than seven competitors will be disqualified. 

 Competitors will be required to race with the timing equipment provided by MileSplit. Photo finishes (for places) will be determined by a review of the camera.

 No warm-ups, coaches, spectators or managers are allowed inside fenced and/or roped areas. Only race assistants, officials, media, and in-race competitors will be allowed in those areas. 

 Athletes and coaches may inspect the course at any time prior to the meet (7:00 - 7:55 a.m.). However, once a first section race has begun, the course is closed to all persons (except those competing in the race in progress) for the remainder of that classification. Meet officials have the authority to disqualify any individual who does not adhere to these course closure regulations.

 Cutting any part of the course (curves, paths, etc.) to gain an advantage will lead to disqualification. 

 Uniform (and jewelry) rules will follow those of the National Federation rule book. Any questioning of uniforms must be done at the starting line. 

 Starting box assignments will run left-to-right facing out to the course. All teams must be on the line five minutes prior to the start of the race for a uniform check.
